To create that taskbar link - while in the camera tab, just go to the 3 Tear Drop Down - More Tools -> Create Shortcut
Rename it "Cameras" and make sure the "Open as Window" is checked.
That will open it up in the window form and then just right click on the taskbar icon and click Pin To Taskbar
You can use this process to make any chrome tab a "Windowed App".
